Applied general equilibrium models have received considerable attention and scrutiny in the public debate over the North American Free Trade Agreement. This collection brings together the leading AGE models that have been constructed to analyse NAFTA. A variety of approaches to modelling trade liberalization are taken in these studies, including multi-country and multi-sectoral models, models that focus on institutional features of particular sectors affecting multinational firms and rules of origin, and models with some inter-temporal structure. Further, by constructing stylized models, (...) theoretical linkages have been identified that drive numerical results in the larger AGE models. The volume also assesses what can be learned about the likely economic effects of NAFTA from the collection of studies taken as a whole. Areas in need of further study have been highlighted. Based on data collected during a year of participant observation in a major veterinary hospital in the northeast, the paper examines the criteria veterinarians routinely used to define nonhuman patients as problematic and the means they employed to deal with troublesome animals. The conclusion frames veterinarians' tactics for evaluating and controlling patients within the larger context of how rule-breakers are identified in everyday interactional settings and the routine approaches (...) used in the exercise of social control. There is a notable correspondence between the description of Thersites at Iliad 2.212-19 and the physical characteristics of cleidocranial dysplasia, a rare genetic bone condition. Prominent features of the condition include bossing of the skull, missing clavicles that allow approximation of the shoulders over the chest, and dental abnormalities, most commonly supernumerary and irregularly patterned teeth. The purpose of this paper is to discuss the likely pun Homer intended on Thersites' teeth through the description of his abundant and disordered words.

The earlier volume in this series dealt with two religions of Indian origin, namely, Buddhism and Jainism. The Indian religious scene, however, is characterized by not only religions which originated in India but also by religions which entered India from outside India and made their home here. Thus religious life in India has been enlivened throughout its history by the presence of religions of foreign origin on its soil almost from the very time they came into existence. This volume covers (...) three such religions—Zoraoastrianism, Judaism, and Islam. In the case of Zoraostianism, even its very beginnings are intertwined with India, as Zoroastrianism reformed a preexisting religion which had strong links to the Vedic heritage of India. This relationship took on a new dimension when a Zoroastrian community, fearing persecution in Persia after its Arab conquest, sought shelter in western India and ultimately went on to produce India’s pioneering nationalist in the figure of Dadabhai Naoroji ( 1825-1917), also known as the Grand Old Man of India. Jews found refuge in south India after the destruction of the Temple by the Romans in 70 C.E. and have remained a part of the Indian religious scene since then, some even returning to Israel after it was founded in 1948. Islam arrived in Kerala as soon as it was founded and one of the earliest mosques in the history of Islam is found in India. Islam differs from the previously mentioned religions inasmuch as it went on to gain political hegemony over parts of the country for considerable periods of time, which meant that its impact on the religious life of the subcontinent has been greater compared to the other religions. It has also meant that Islam has existed in a religiously plural environment in India for a longer period than elsewhere in the world so that not only has Islam left a mark on India, India has also left its mark on it. Indeed all the three religions covered in this volume share this dual feature, that they have profoundly influenced Indian religious life and have also in turn been profoundly influenced by their presence in India. The polarization of the individual and the community that underlies much of the debate between individualists and communitarians is made possible in part by the literal vanishingof civil society—the domain whose middling terms mediate the stark opposition of state and private sectors and offer women and men a space for activity that is both voluntary and public. Modern democratic ideology and the reality of our political practices sometimesseem to yield only a choice between elephantine and paternalistic government or a radically (...) solipsistic and nearly anarchic private market sector—overnment gargantuanism or private greed. Americans do not much like either one. President Clinton's callfor national service draws us out of our selfishness without kindling any affection for government. Private markets service our avarice without causing us to like ourselves. The question of how America's decentralized and multi-vocal public can secure a coherentvoice in debates over public policy under the conditions precipitated by so hollow and disjunctive a dichotomy is perhaps the most important issue facing both the political theory and social science of democracy and the practice of democratic politics in America today. Two recent stories out of Washington suggest just how grave the situation has become. Health-care reform failed in a paroxysm of mutual recrimination highlighted by the successful campaign of the private sector against a presidential program that seemed to be widely misunderstood. The Tuskegee Syphilis Experiment (TSE) has shaped African Americans’ views of the American health care system, contributing to a reluctance to participate in biomedical research and a suspicion of the medical system. This essay examines public discourses surrounding President Clinton’s attempt to restore African Americans’ trust by apologizing for the TSE. Through a narrative reading, we illustrate the failure of this text as an attempt to reconcile the United States Public Health Service and the African American public. In the early years of biomedical ethics, there was considerable discussion about the nature of the doctor-patient relationship, about how it ought to be structured, and about how competing values within that relationship ought (...) to be accommodated. By the 1970s and 1980s, the answer was for all practical purposes in. Biomedical ethics was engaged in a clearly reformist project, in step with the values of the times, to right a wrongful imbalance of power and control between physicians and patients.The agenda was clear—to establish the moral authority of the patient to participate in medical decision making by placing respect for the autonomy of patients on the moral map of the medical community. The chief strategy that biomedical ethics adopted to accomplish this agenda was, of course, informed consent. Theories of autonomous action as well as informed consent were intentionally crafted to advance this reformist agenda.In this paper, I examine how the theory of informed consent has fared in one particular realm of “the clinic” where, arguably, there has been considerable success. This is the realm of clinical research; research at the bedside where the patient is also the subject.I rely heavily on the work of President Clinton’s Advisory Committee on Human Radiation Experiments, which I chaired. The Advisory Committee was established in response to exposés in the press about alleged secret experiments during World War II and the Cold War in which patients had been injected with plutonium without their apparent knowledge or consent. As part of its work, the Advisory Committee undertook an oral history project in which we interviewed eminent physicians about the norms and practices of human research in the 1940s and 1950s.Drawing on these interviews, I argue here for two seemingly inconsistent conclusions. First, that the ethical standards for clinical research have changed dramatically in the last 50 years—particularly with respect to informed consent. I am writing to update your readers on the fate of the Panel's report.On the morning of December 2, 1994, following a previous afternoon of animated discussion, the ACD unanimously accepted the Report of the Human Embryo Research Panel. Panel members and members of the NIH staff who were present and had worked for nearly a year on the Report were gratified by this vote of confidence and by the strong support of NIH Director Harold Varmus.We had little time to enjoy this success. Within a matter of hours, the White House issued a press release in which President Clinton thanked the committee for its work and then, in a remark overruling one of the key recommendations in our report, stated: "I do not believe that federal funds should be used to support the creation of human embryos for research purposes, and I have directed that NIH not allocate any resources for such research." "President Emerges As a Tough Fighter," the New York Times announced on the front page the next day. Washington correspondent R.W. Apple wrote that Clinton had now silenced his detractors, who had scorned him for his apparent willingness (...) to back down on everything he claimed to stand for: "Mr. Clinton retreated early on Bosnia, on Haiti, on homosexuals in the military, on important elements of his economic plan [namely, the minuscule stimulative package]; he seemed ready to compromise on all but the most basic elements of his health-care reforms. R. Freeman Butts was an American historian and philosopher of education who died in March 2010. This paper will investigate Butts’ various roles and writings and ask the question: why is Butts important to the contemporary generation of teacher educators and teachers? This paper will argue that the breadth of Butts’ work builds connections and is a very positive model for sub-disciplines in education. Firstly, it is critical to examine Butts’ contribution, as Butts provokes teachers to inquire about the ‘context (...) of education,’ rather than simply the ‘how to’ of teaching and the question of classroom management. Additionally, it is significant to for educators to study Butts’ life and works as they embody the essence of service – in his case, as an education diplomat. He started with what former US Secretary of State Hilary Clinton calls ‘the conversation,’ and this led eventually to projects such as the Afghan Project to bring development to Afghanistan in the era of the mid to late twentieth century. Finally, one can argue that Freeman Butts’ life and works provide educators with an interdisciplinary example as Butts’ combined the talents of an historian and an international educator, something that remains sorely needed today. This addition—hence the title Mantissa—to the rich vein of information about Constantine Samuel Rafinesque is in fact a supplement to Charles Boewe's own revised and enlarged edition of Thomas J. Fitzpatrick's book Rafinesque .The details of the peripatetic life of Rafinesque, one of America's most original yet undisciplined naturalists, are too well known to bear repeating here. Suffice it to say that because of the vicissitudes of his life—his perpetual wandering between and within Europe and frontier America, his impecunious circumstances (...) that forced him to find different ways of making a living—finding and identifying his publications is a bibliographer's nightmare. Even now, more than 160 years after his death and with the benefit of serious studies by Fitzpatrick and Boewe, as well as by Richard E. Call and Elmer D. Merrill, among others, we can only approximate the number of his publications, including both original titles and republications. Probably we will never have a complete list of Rafinesque's publications because he published regularly in newspapers, broadsides, sales catalogues, privately printed journals, and other ephemera that are infrequently archived. Even his own references to “published” works cannot be trusted as, to him, this term included papers that he sent to journals but were never published. On the other hand, Rafinesque complained to one correspondent that he never knew whether some of these manuscripts were ever published or he learned only years later that they had been. The total number has been estimated at about a thousand, but, as Boewe points out, this number is based on Fitzpatrick's faulty numbering system in which each version of a paper or volume of a multivolume work was given a number. Thus Fitzpatrick's system, continued by Boewe, represents serial numbers, not individual titles. Rafinesque's own estimate was 220, a number Boewe now thinks is a reasonable guess.The Mantissa is an important addition to Rafinesquiana. It lists twenty hitherto‐unrecorded publications by Rafinesque, thirty‐three new translations or reprints, and more than two hundred newly listed secondary references. For the first time we have a list of every manuscript letter written by Rafinesque that is known to exist, and Boewe provides a documented discussion of Rafinesque publications still remaining to be discovered. Several titles known to me, however, are missing from Mantissa, but Boewe's book represents a learned guide for the next scholar willing to take up the challenge and carry on the search. The newly listed manuscript letters will doubtless be particularly helpful in providing leads to undiscovered publications and other facets of Rafinesque's still not completely understood life. Among his correspondents were fellow naturalists such as John James Audubon, Joseph Banks, Benjamin Barton, Charles Bonaparte, Alexandre Brongniart, Augustin de Candolle, Georges Cuvier, Amos Eaton, Asa Gray, William Jackson Hooker, Muhlenberg, Ord, Paolo Savi, James Edward Smith, William Swainson, and John Torrey, as well as prominent leaders of the day, including John Adams, De Witt Clinton, Eleuthère Irénée du Pont, George IV, Thomas Jefferson, and Joel Roberts Poinsett. A total of 346 letters are listed.More important, Boewe has given us the benefit of his many years of scholarly searching and thinking about Rafinesque in his discussions entitled “Hints about Unlisted Titles,” “Letters as a Source of Leads,” and “Hints in Publications.” We learn, for example, that Rafinesque signed some of his papers simply as “Constantine” or “Linneus.” The Mantissa makes it abundantly clear why arriving at a complete account of Rafinesque's writings is an elusive goal, but Boewe shows us that the attempt still offers an exciting trail to follow. Algorithmic systems and predictive analytics play an increasingly important role in various aspects of modern life. Scholarship on the moral ramifications of such systems is in its early stages, and much of it focuses on bias and harm. This paper argues that in understanding the moral salience of algorithmic systems it is essential to understand the relation between algorithms, autonomy, and agency. We draw on several recent cases in criminal sentencing and K–12 teacher evaluation to outline four key ways in (...) which issues of agency, autonomy, and respect for persons can conflict with algorithmic decision-making. Three of these involve failures to treat individual agents with the respect they deserve. The fourth involves distancing oneself from a morally suspect action by attributing one’s decision to take that action to an algorithm, thereby laundering one’s agency. (shrink)

ABSTRACT: So far in this book, we have examined algorithmic decision systems from three autonomy-based perspectives: in terms of what we owe autonomous agents (chapters 3 and 4), in terms of the conditions required for people to act autonomously (chapters 5 and 6), and in terms of the responsibilities of agents (chapter 7). -/- In this chapter we turn to the ways in which autonomy underwrites democratic governance. Political authority, which is to say the ability of a government to exercise (...) power, may be justifiable or not. Whether it is justified and how it can come to be justified is a question of political legitimacy. Political legitimacy is another way in which autonomy and responsibility are linked. This relationship is the basis of the current chapter, and it is important in understanding the moral salience of algorithmic systems. We will draw the connection as follows. We begin, in section 8.1, by describing two uses of technology: crime predicting technology used to drive policing practices and social media technology used to influence elections (including by Cambridge Analytica and by the Internet Research Agency). In section 8.2 we consider several views of legitimacy and argue for a hybrid version of normative legitimacy based on one recently offered by Fabienne Peter. In section 8.3 we will explain that the connection between political legitimacy and autonomy is that legitimacy is grounded in legitimating processes, which are in turn based on autonomy. Algorithmic systems—among them PredPol and the Cambridge Analytica-Facebook-Internet Research Agency amalgam—can hinder that legitimation process and conflict with democratic legitimacy, as we argue in section 8.4. Lincoln's long, angular frame is just a bit stooped, and his brow is slightly furrowed, as if long accustomed to thinking on the edge of melancholy. Lincoln is mulling over a statement by Walter Benjamin: "Allegories are, in the realm of thoughts, what ruins are in the realm of things" (Benjamin 1977, 178). 1Seated to the man's right is a woman wearing the terry cloth bathrobe provided by the hotel. She leans slightly forward, legs crossed, as she reads the New York Times Magazine cover story about President Clinton. "Listen to this," she says with a bemused smile. The statement by Benjamin illuminates the nature of allegory in a specific genre and historical period, and as it is a general mode of representation, and perhaps as it is a model for all textual interpretation.The composition also evokes a set of dialectical tensions that are characteristic of both allegory in general and fundamental anxieties in the contemporary period. Past and present sit side by side, but incongruously, as if by artifice alone. So it is also with the print and visual media, which are held together by mutual competencies but otherwise in figural isolation that perhaps represents different destinies. ABSTRACT: One important criticism of algorithmic systems is that they lack transparency. Such systems can be opaque because they are complex, protected by patent or trade secret, or deliberately obscure. In the EU, there is a debate about whether the General Data Protection Regulation (GDPR) contains a “right to explanation,” and if so what such a right entails. Our task in this chapter is to address this informational component of algorithmic systems. We argue that information access is integral for respecting (...) autonomy, and transparency policies should be tailored to advance autonomy. -/- To make this argument we distinguish two facets of agency (i.e., capacity to act). The first is practical agency, or the ability to act effectively according to one’s values. The second is what we call cognitive agency, which is the ability to exercise what Pamela Hieronymi calls “evaluative control” (i.e., the ability to control our affective states, such as beliefs, desires, and attitudes). We argue that respecting autonomy requires providing persons sufficient information to exercise evaluative control and properly interpret the world and one’s place in it. We draw this distinction out by considering algorithmic systems used in background checks, and we apply the view to key cases involving risk assessment in criminal justice decisions and K-12 teacher evaluation. -/- The link below is to an open access version of the chapter. We generalize two well-known model-theoretic characterization theorems from propositional modal logic to first-order modal logic. We first study FML-definable frames and give a version of the Goldblatt–Thomason theorem for this logic. The advantage of this result, compared with the original Goldblatt–Thomason theorem, is that it does not need the condition of ultrafilter reflection and uses only closure under bounded morphic images, generated subframes and disjoint unions. We then investigate Lindström type theorems for first-order modal logic. The environmental movement continues to be a dynamic force for protection of the environment despite new organizations emerging from the “birthing” process of the formation of new groups via factions and schisms. I focus on two aspects of the evolution of the environmental movement: how do new organizations emerge from existing environmental groups via benevolent or divisive mechanisms; and, which organizations produce new organizations? I develop a family tree of the American environmental movement from 1955 – 2005 and identify the (...) mechanisms that result in the formation of new organizations from a sample of 48 environmental organizations. I use social network analysis to identify which environmental organizations were most likely to produce new groups and set the stage for future inquiries into how new environmental organizations reestablish and maintain connections with their progenitors.
